Overview
Scammers are sending fraudulent SMS messages to people across Ireland claiming their medical card is about to expire or has been suspended, and that a payment is required to renew or reactivate it. The texts typically contain a link to a convincing fake HSE website where victims are asked to enter their PPS number, date of birth, and bank card details. The HSE has confirmed these texts are entirely fraudulent — medical cards are free, renewal is automatic for eligible people, and the HSE never requests payment via text message. This scam specifically targets vulnerable groups including elderly people, those with chronic illnesses, and low-income families who rely on their medical card for essential healthcare.

- •Low-income families and social welfare recipients
- •Anyone who recently applied for or renewed a medical card
- •Carers managing medical cards for family members

Why This Scam Works
- •Medical cards are essential for accessing free healthcare — the fear of losing one creates immediate panic
- •Many people are unsure how medical card renewals work and assume a text could be legitimate
- •The requested amounts are small (€5–€25) making victims less suspicious
- •Fake HSE websites closely replicate the look and feel of hse.ie
- •Texts arrive with "HSE" as the sender ID, which can appear in the same thread as genuine HSE messages on some phones
- •The threat of losing healthcare access overrides normal caution, especially for vulnerable people
- •Ireland's ongoing GP access issues make people anxious about anything that might disrupt their care
Example
A 72-year-old pensioner in Cork received a text reading: "HSE: Your medical card (MC-2026-48291) expires in 48 hours. A renewal fee of €9.50 is required to maintain your cover. Renew now: medicalcard-hse.ie/renew". Worried about losing access to her GP and prescription medications, she clicked the link and entered her PPS number, date of birth, address, and debit card details on a site that looked identical to hse.ie. Within three days, €1,650 had been withdrawn from her account through online purchases she never made. Her bank was able to recover some but not all of the funds.
